There are many works generated at universities for its own use (faculty, staff, students) or for use by the public as part of the university's service and outreach missions.  Many of these works have evolved over time through updates, new contributions, editing, inclusion of current information and deletion of outdated materials.  This evolution has occurred through the contributions of multiple authors over the years who had no expectation of ownership in the material; they were simply building on and improving the work of those who went before.  Examples of such might be brochures, pamphlets, basic course materials, and so forth.

The only reasonable copyright ownership solution for works created faculty and/or EPA non-faculty where authorship results from simultaneous/sequential contributions over time by multiple authors is for the University to own the copyright.
